Do I need to have my LLC already formed before applying?

Yes, you must have a valid, properly registered US LLC before applying for an EIN. The LLC needs to be officially formed and registered with a US state. You cannot apply for an EIN for a business that doesn't exist yet. If you haven't formed your LLC yet, you'll need to do that first through a registered agent service or directly with your chosen state.
